| Speaker Biography | |
| Matthew Dugan, MA LPCI has been with the Department since 2001 and has been working as a counselor with the Co-occurring Disorders State Incentive Grant (COSIG) program since 2007. The COSIG team has sought to improve access and service delivery to clients with co-occurring needs through an inter-agency collaborative with the Charleston Center and Charleston County Department of Vocational Rehabilitation Services. Prior to his work with the COSIG team, Matt served as a counselor with the Assessment/Mobile Crisis team for two years and the Tricounty Crisis Stabilization Center for four years. Matt also serves as a consultant with the Department of Disabilities and Special Needs in Berkeley and Dorchester Counties where he provides behavior support plans and mental health assessments for individuals with major mental illnesses and mental retardation. Matt received his undergraduate degree from the University of Connecticut and Master's in Counseling from Webster University. | |
| Mikell Ann O'Mara, MA LPCI has been with the department since 2002 and has been working as a counselor with the Co-Occurring disorders State Incentive Grant (COSIG) program since 2007. The COSIG team has sought to improve access and service delivery to clients with co-occurring needs through an inter-agency collaborative with the Charleston Center and Charleston County Department of Vocational Rehabilitation Services. Prior to her work with the COSIG team, Mikell Ann served as a case manager for the Department's adult services division for five years. Mikell Ann received her undergraduate degree from Virginia Commonwealth University and her Master's of Arts degree from the Citadel. | |
| Esther Hennessee, MEd has been with the department since 1997 and is currently the director of the Assessment/Mobile Crisis and Psychiatric Urgent Care units. These units conduct first time assessments of all adults seeking treatment in the Charleston area, respond to the community to assist those in psychiatric crisis and provide immediate psychiatric care to those in more urgent need of treatment on a walk-in or ER referral basis. In addition, Esther fulfills the role of local liaison for the Co-Occurring disorders State Incentive Grant (COSIG). | |
